Association of Programs for Female Offenders

Minutes            January 23, 2007

Handouts were Minutes of August 2006 meeting, Agenda for 1-23-07, and the Treasurer’s Report.

Joann Morton, President opened the meeting with an overview of the organization’s History. All attendees introduced themselves.

The minutes of the last meeting were approved as written.

Judy Anderson, Treasurer, reminded members that dues were do. They are $25.00 per year for regular membership and $50.00 per year for sustaining membership. The Treasurer’s report was approved as written. The funds for the future National Workshops held by this organization were included in the report.

Retreat: Dr John Gannon led a discussion for the officers and other interested members on Thursday on strategies for improving the organization. One of the suggestions was to have a clear mission statement. The group recommended that the following:

The mission of APFO is to provide advocacy and professional support to improve programming for women and girls under criminal justice supervision

This mission statement will be included in the revised APFO brochure and as a headline in the newsletter. It will also be added to the website.

The group also outlined the reasons people should join APFO:

  • Learn more about female offenders and state of the art programming for them.

  • Meet and network with others concerned with these issues;

  • Provide expertise and receive feedback from others on better strategies for women working with women and girls as well as on the needs of staff

  • Advocate for better programming for women and girls; and

  • Contribute to a long neglected area of corrections.

The benefits of belonging were:

  • A newsletter;

  • A website (www.apfonews.org)

  • Semiannual meetings for informational exchange;

  • Representation of ACA committees and in the Delegate Assembly;

  • Training opportunities at ACA and other correctional organizations;

  •  Co-sponsorship of various activities with other correctional organizations;

  • Co-sponsorship every two years of the only nationwide conference dedicated to programming for adult and juvenilia female offenders.

These points will be worked into future membership campaigns and provide direction for the association activities.

Membership: Strategies to improve membership and attendance for APFO were discussed. The registration for the 12 National Workshop will include membership fee for all who are not members. This will help some but we need to retain them. It was suggested that at a minimum, Wardens of women and juvenile institutions should be encouraged to become members.

Newsletter: Mary Lou Ritter has retired after many faithful years at the Editor of the Newsletter. Joanie Shoemaker volunteered to be the new Editor. Members were encouraged to get material to her at joanie.shoemaker@doc.state.co.us.  Ada Perez from New York volunteered N.Y. as a backup for printing the newsletter if needed. We need to have four per year.

There was a discussion of the 12th National Workshop in Sept/October 2007 in Baltimore, Md. The Maryland Department of Public Safety is the prime sponsor and APFO is the co sponsor. The Conference, which is held every other year, continues to improve.

There was a discussion of ACA-Corrections Today August 2007 issue. The deadline for articles is April 6. Guidelines were distributed by Susan Clayton, CT editor. They also need volunteers to review manuscripts. Contact susanc@ACA.org.  Topics suggested for the current issue were

Gender Responsive Programming for Women and Girls; Mental Health Treatment for Women in Jails, Legal Issues Up Date Women and Domestic Violence, PREA and Female Offenders, Programming for Juvenile Girls; Supervision of Women and Girls in the Community; Positive Culture Development in Women’s Facilities; Ethics in working with Women and Girls, Staff Training. Girl Scouts Beyond Bars and other programming; Women’s Jails; Parenting (NY and Nebraska); and Security issues. Members present volunteered to write some of the articles and suggested names for others. Joann will work with Susan to help ensure the issue is current and useful for the field.
