Meeting Discussion:

Ø      The meeting began at 7:06 a.m.

Ø      Welcome given and introductions conducted.

Ø      Review of the minutes from New Orleans, August, 2008, meeting.

Ø     There was a review of the APFO treasures report.

Old Business

13th National Workshop on Adult and Juvenile Female Offenders

 

Ø      The 13th National Workshop on Adult and Juvenile Female Offenders will be held from October 10, 2009 through October 14, 2009 in Jackson, Mississippi.

Ø      Dr. Joanne Morton will be honored for her contributions to corrections and work with female offenders.

Ø      Conference Early Registration is $250.00 (before July 9, 2009) and $280.00 (after July 9, 2009).

Ø      Information can be located on the website at http://www.ajfo.org

Ø      We are still waiting for proposals to be submitted. 

Ø      Vendors are also in need of vendors and door prizes for the event.

Ø      Mary Leftridge-Byrd, Deputy Secretary for Pennsylvania Department of Corrections Central Office, has been selected as the keynote speaker.  

Ø      The seed money has gone out to the 13th National Workshop.

Ø      We need to find out if there is an assessment tool in place to review the workshops that are being proposed.

 

Newsletter

 

Ø      A draft of the Association in Programs for Female Offenders Newsletter was disseminated to each member for comments and/or suggestions. 

Ø      Newsletter comments and suggestions can be sent to Brenda Shell at BShell@dpscs.state.md.us.

Ø      It is projected that the newsletter will be published sometime in February, 2009. 

Workshop Sponsorship/Future Workshops

 

Ø      Solicitation information for ACA workshops should be submitted as follows:

Ø      The Special Assistant to the Assistant Secretary/Chief of Staff for the Maryland Department of Public Safety and Correctional Services has been asked to present a workshop at the next ACA Conference.

Ø      Velda Dobson expressed an interest in hosting the 14th National Workshop on Adult and Juvenile Female Offenders in 2011.  If for some reason, California is unable to host the conference, Annie Harvey from North Carolina implied her state is also interested.

New Business

 

Membership /Strategic Plan

 

Ø      Membership notices (cards) are being sent out.  Gregory indicated that information has been disseminated for APFO members in the state of Pennsylvania.

Ø      There is a need to focus on building our membership.

Ø      The idea to pull the ACA Directory in an effort to locate contacts who manage female institutions.

 

      Whiteboard/Updating Website

 

Ø      The Transitional Living Centers (TLC), Inc. in Pennsylvania has someone there who has agreed to sponsor, update, and maintain our website.  

 

501 (c) 3 Status

 

Ø      We need to look into obtaining a 501(c) (3) status for the Association on Programs for Female Offenders.  Section 501(c) (3) is a tax law provision granting exemption from the federal income tax to non-profit organizations. When we worked on the 12th National Workshop on Adult and Juvenile Female Offenders, another organization has to be used for this purpose. 

Other Business

Ø      We should have Generation Y included in the APFO meetings with us, so that we can introduce them to what APFO is doing for female offenders.  We need to prepare them to move this work forward. 

Ø      Beginning with the 13th National Workshop on Adult and Juvenile Female Offenders in Mississippi, it was suggested that we can offer scholarships to students at local colleges in the state that is hosting the conference.  

Ø      The Association on Programs for Female Offenders needs to have a national voice for women.

Ø      Recommendation to change the APFO meeting on Saturday at 4:30 p.m.  Everyone agreed. 

Ø      The Public Correctional Policy on Adult and Juvenile Female Offender Services was distributed, during the meeting.  The question was asked, is it being adhered to in every state? Any comments and/or suggestions regarding the policy statement should be e-mailed to Brenda Shell at BShell@dpscs.state.md.us.

Ø      Gregory Smith will send Stephanie Covington’s gender responsive assessment tool to all committee members.

Ø      Dawn will work on the by-laws committee and Gregory will help out on that.

Ø      Brenda and Dawn will do the necessary work to apply for the 501(c)(3)

Ø      Lupe and Velda will work on the membership committee.

Ø      APFO committee members need to be represented on the ACA committees.

Ø      Membership applications for APFO were handed out.  Any comments/suggestions regarding modifications to the document can be forwarded to Dawn Pearson at DPearson@dpscs.state.md.us.

Ø      All committee members present concurred that APFO will provide a donation for the Women Working in Corrections reception at ACA.

Ø      Conference calls will be scheduled between ACA meetings.

Ø      Meeting was adjourned at 8:30 a.m.
