ACA CONFERENCE PROGRAMS OF PARTICULAR INTEREST TO APFO MEMBERS

Minutes President Joann Morton called the meeting to order at 7:00 am. Web Page - Dr. Joann Morton As members identify information that might be of interest to others concerned with female offenders they should e-mail it to Joann at Joannmort@aol.com and she will get it to the web manager. Possible links from the web site were suggested. They included the 11th National Workshop site. Department of Justice, NCJIRS, OJJDP, Secretary - Dr. Caroline Adkins The minutes from the August 2004 meeting were published in the most recent newsletter. After some changes were suggested, the minutes were approved. Treasure - Ms. Judy C. Anderson The Treasurers Report was presented and approved. It was noted that an account has been established to keep the funds for training and staff development separate from the regular APFO funds. That account includes money that APFO holds as seed money for the National Workshop on Adult and Juvenile Female Offenders as well as funds that the Association has designated for staff training and development. Based on success of the 10th National Workshop held in Portland, Maine in 2003, APFO will increase the seed money for the 11th National Workshop from $5,000 to $10,000. Membership Committee - Ms. Charlotte Nesbit, Chair Ms. Nesbit was not able to attend the meeting but Ms. Anderson announced that Ms. Donna Hodges had been hired on an hourly basis to put together an up to date mailing list as members renewed. She will also put together a list serve for the Association if members will include their e-mail addresses on the membership form. MC, NIJ, CWLA (Child Welfare League of America), National Institutes of Health, CDC, Substance Abuse (SAMSA) Newsletters - Mary Lou Ritter, Editor The President set a goal of four newsletters per year for the Association, as it is one of the primary ways of communication among members. Ms. Ritter will do two. Mary Scully Whitaker (scullywhitaker@frontier.net) volunteered to do a newsletter in the spring 2005 and Roxy Hennings (roxy.hennings@maine.gov) volunteered to put together one issues related to girls. Members were asked to send information items to Ms Ritter (mlrwer@aol.com). Of particular interest are program descriptions and results of research or other evaluations of services for women and girls. ACA Workshops - Dr. Joann Morton One of the contributions that APFO makes to the field is to recommend workshops on girls and women for the ACA conferences. Topics suggested for winter 2005 and summer 2006
were: APFO will sponsor two workshops at the August2005 conference in Baltimore. They are ‘The Walls Came Tumbling Down: Successful Reentry for Women and Linking Girls in the Community. Possible speakers were suggested for each. ACA Public Policy on Female Offenders - Ms. Anderson and Dr. Morton Ms. Anderson reported that the-ACA policy on female offenders would be up for review in August 2005 and that it was important that APFO members make theft views known early in the process. Dr. Morton reviewed the changes recommended on Sunday at the ACA Task Force on Female Offenders meeting. There were a num ber of changes discussed. Dr. Morton and Ms. Anderson will con solidate the comments and Ms Anderson asked that everyone send her ideas to her before July 15. Assignments Dr. Morton - Put together the speakers and other participants for the two ACA workshops. With Ms. Anderson, draft a revised ACA Public Policy on Female Offenders and Position Statement to pro vide a rational for the policy statements relative to adults. Ms Hennings draft a rational for the girls’ policy issues. All members - Renew membership and recruit at least one other member, plan to attend the 11th National Workshop on Adult and Juvenile Offenders, and provide input to the ACA policy and the APFO newsletters. New Orleans, LA The meeting was called to order by Joann Morton, President at 6:30 A.M. Each person present introduced themselves and discussed their interest in the group. There was a discussion about what should be done with the money donated by Joann Morton from her book. The focus was on research and suggestions for research to be done. The product of the research could be published and/or distributed on the Web Site. Mr. Charles Silverman spoke about planning for women and the overall environment and particularly housing. A Handout dealt with security issues, privacy, amenities, special care, hygiene, and storage. The Treasurer’s Report was distributed and accepted subject to audit. The Research Account has $1579.06 Joann has found a lady in Maine who is willing to set up a Web Site and maintain it. It was brought up that since AJFO already exists, we may have to change the plan for affiliation, and need a new domain. The minutes and the attendance list of APFO members who attended the 10th National Workshop on Adult and Juvenile Female Offenders in Portland, Maine in September, 2003 was distributed. There were 30 APFO members present. The total attendance was 480. APFO was a co-sponsor. There were no meeting sponsors for Juvenile Females and Mentally Ill (trauma, suicide, etc) Females. Gary Maynard, a candidate for President of ACA who is from South Carolina spoke to the group about his candidacy. He referred us to his Web Sites for his vision for corrections. He mentioned Standards, an Issues Council, Professional Affiliates, a few gender specific items and size of facilities. It was suggested that we have a team to produce a Position Statement on limiting the size of facilities including the idea of clusters and only 16 in a unit. It was felt we should concentrate first on Juvenile Standards. They have not met yet. The product would also reflect the Standards according to the Standards Auditors interpretations. They should include: - Facility budget including off duty training - Body cavity searches done by COs - Optimum v. Minimum Standards - Performance based outcomes - Community Standards The finished project should be mailed for responses. Charlotte Nesbitt and Jo Ann will review them and send revision suggestions. The committee is J Ann, Charlotte, Roxie Hennings and Pamela Cline. Workshops for Chicago were discussed. The group was encouraged to send cards to Susan Hunter who is ill with liver cancer. Dana Blank publishes the Newsletter. Mary Lou Ritter puts it together, and you should send your materials and articles to her. A membership drive was started at the Maine conference. The profit from that conference was $20,000. $10,000 will be sent to Virginia where the next conference will be held. The remainder will be used to keep the 14 groups informed. A Committee on Women has emerged in either Minnesota or Michigan who will have a day long seminar for local women. Plans are needed to keep things going to make sure that things don’t die because nothing happens. Roxie was advised to open a special conference account. As a State employee, she cannot keep the monies. They normally pass on $5000.00 to the next conference program. A motion was made and carried that $10,000 be passed on to Virginia as a start up fund. Announcements Charlotte reported on a Conference to be held in Baltimore, Maryland Oct.31-Nov. 3 for Women Working in Corrections. The trainer will be Paula Schaeffer.
Diane Geiman reported: - ACA- will give full support for professional development in VA and MD - For certification in the area of Juveniles, contact Bill Sondewann - The On Line Correctional Academy has new courses - The ACA Policies has a Publication Booth with one offering Representation of Minorities in Juvenile Justice. The President stated the need for a Nominating Committee.
